Experiences of the KOBIKO team in writing reports are following:
- Writing a report entitled "The local government finance system in Poland", under the program financed by the European Union INTERREG II C, on behalf of The Research Institute for Public Finance at the University of Cologne in Germany, which
- presents the tax system in Poland, focusing specially on taxes collected by local governments and identifying articles subject to taxation, techniques for assessing taxes, and local government powers in the setting of taxation parameters,
- describes the types of fees collected by local governments in Poland, and
- presents the system of state and international subsidies available to Polish local and regional governments, describing the degrees of formality, earmarking criteria, standards on co-financing, financing, etc.
- Writing a report entitled "Regulation, competition and contracting in the local government utility and communal sector in Poland: Country Report for Poland" for the Open Society Institute's Local Government and Public Service Reform Initiative. This report included:
- a general description of the municipal sectors in Poland, including its financing and infrastructure investments,
- identification of legal barriers to the development of the municipal sectors, public-private partnership and financing models, opportunities for improving management; policy recommendations.
- Preparing the report entitled "Possibilities of providing capital for municipal investments taking into consideration the National Strategy for Environmental Protection in years 2000-2006 and ISPA Programme". The order was financed from the resources of Ministry of Environmental Protection.
